OK, so now I've read the whole thing.
It looks as if New Ventures is claiming that the mayor and/or City Council did not have the authority to stop them from doing whatever it takes to close the landfill as agreed to with the State.
They want the court to declare that the sections of the Host Community Agreement limiting volume and truckloads are "void as against public policy."
And oh yeah, grant New Ventures "such relief as is just and proper."
Ron's take: I understand that this summons may be more or less a formality for getting the city involved in the discussions among the DEP, Attorney General and the landfill owner. But I'm no lawyer, so it may be more than that. It seems to argue that some provisions of the existing host agreement between the landfill owner and the city should be considered invalid by the court.
