No, that's Mayor Carlo DeMaria. Billy does kinda look like him (Billy's not "quite" as big) but they sound just alike. Billy's language was a lot worse, especially the night of the Public Hearing when Newburyport was in Everett. After Thomas Jones spoke, Billy pointed to the Mayor to get in the hallway and they followed Thomas Jones out there. Everyone in the audience heard yelling and they had to close the doors.
Right after that, Mayor Carlo DeMaria tried to wrap the meeting up quick.
That is Mayor Carlo Demaria in the video. He is always "dumping" on Newburyport.

"Clowno" Demaria is funny...in a very sad sort of way.
